"All Purpose" (Sir Galahad) is actually milled completely from hard winter wheat. It is not as high in protein as the "Bread Flour" (Special), but its gluten is still strong. It is more extensible, it is more tolerant of long fermentation, and it tends to produce a crisper crust and less chewy crumb. Professional artisan bakers generally consider these qualities to be desirable traits. Most of them would choose something close to Sir Galahad (or even a bit weaker) to make baguettes or pain au levain.
